This feature also available in several other countries. This also helps the user who doesn't have a good internet connectivity in their locality.

According to the product manager of this offline feature in android chrome " when you're connected to the unlimited free unmetered wifi connection the chrome will start downloading the suggested article from the internet, these downloaded data based on what content is most popular an trending in your area or locality.

The offline content that was downloaded by chrome would also be available alongside all of the content all of the pre download content that is available for access any time, even without the proper or constant internet connection.

If you are signed in into chrome you will surely get to see relevant or suggested article from your locality, chrome also detect your previous browsing history and based on this data it will downloaded the suggested content for you. 

But this is not always suitable for, many a time you want to search the article that was different from you locality searches. That time you wouldn't get the particular searches.

Users who update to the latest version of the chrome android app from play store would be available to use this new feature of GOOGLE chrome om android.
